Around early February this year my friend told me about a business that i can invest in and get good profit by the end of the year. As 30 States Propose N8 Trillion, Only Lagos, Rivers, Anambra Can Fund Budget

<blockquote>As 30 States Propose N8trn: Only Lagos, Rivers, Anambra Can Fund Budget ‘With Ease’<br /> Many of the 36 states of the federation have increased their budget proposals for the year 2022 compared to what they spent in 2021…...<br /> <br /> Many of the 36 states of the federation have increased their budget proposals for the year 2022 compared to what they spent in 2021, findings by Daily Trust have revealed.<br /> <br /> Most of the states jacked up their spending prospect amid cash crunch and debt burden, with experts calling for caution.<br /> <br /> Our correspondents report that 30 states that have so far presented their 2022 budget estimates to their Houses of Assembly have a total of N7.899trn, up from the N7.0trn they budgeted in 2021.<br /> <br /> This difference amounts to a N900bn increase, which represents 11.4 per cent increase.<br /> <br /> <br /> The findings also revealed that only three states can effectively fund their budgets without “big push” from the federal government.<br /> <br /> <br /> According to BudgIT’s state of states report 2021, only Lagos, Rivers and Anambra can fund their budgets without much trouble.<br /> <br /> BudgIT is a Nigerian civic organisation that applies technology for citizen engagement with institutional improvement to facilitate societal change. It also provides social advocacy using technology.<br /> <br /> The agency said Lagos, Rivers and Anambra states appeared at the top of its ranking because “they meet their operating expenses obligations with a combination of their Internally Generated Revenue (IGR) and Value Added Tax (VAT).<br /> <br /> In contrast, it said others needed to do more to rapidly consolidate on ongoing strategies to improve their IGR, and by extension their viability as federating entities.<br /> <br /> BudgIT said, “This is necessary considering the comparative size of their operating expenses and the global push to transition away from fossil fuels like crude oil, a key source of the federally distributed revenue.”<br /> <br /> The agency said states at the bottom of the ranking include Jigawa, Delta, Benue, Taraba and Bayelsa.<br /> <br /> It noted that, “Nevertheless, all Nigerian states still need to work hard to build economic prosperity and create more jobs in their states to ensure that there is more money in circulation and economic activities that can be taxed to improve their IGR.”<br /> <br /> Some economists and pundits have opined that while it was not wrong to borrow, the major problem was the utilisation of such resources for the benefit of the people.<br /> <br /> They contended that bailouts given to the states and huge loans obtained were largely misused and therefore called on the Houses of Assembly to scrutinise the budget approving them.<br /> <b><br /> Race against bleak income</b><br /> <br /> The income generation indices are not that bright for most of the states despite their plans to increase their expenditure in the coming year.<br /> <br /> Analysis shows that the states have a huge debt profile and low IGR, but they hope to get funds from bailouts to achieve their plans.<br /> <br /> A review of the states’ fiscal health in 2020 using key metrics: the ability of the states to meet their operating expenses with IGR and VAT and their ability to cover their operating expenses and loan repayment with their IGR and VAT.<br /> <br /> As of June, 2021, 35 states and the Federal Capital Territory (FCT) owed a total of N4.122trn as domestic debt, according to the Debt Management Office (DMO).<br /> <br /> Rivers’ debt profile was not updated, but it owed N213.167bn as of March, 2021. The FCT had a N52.712bn debt profile as of June, 2021.<br /> <br /> The breakdown shows that Lagos is leading with N533.81bn, Akwa Ibom is next with N242.27bn and Delta with N205.91bn debt profile in the first half of this year. The lowest indebted state is Jigawa with N32.60bn.<br /> <br /> The DMO has not released data for external debt for the states and the federal government this year.<br /> <br /> However, as of December, 2020, the 36 states and the FCT had a $4.61bn debt profile.<br /> <br /> The largest chunk of this loan was from multilateral agencies like the World Bank which amounted to $4.31bn. Top of the debtors are Lagos ($1.26bn), Kaduna ($551m) and Edo ($280m). The lowest debtor state in terms of external debt is Taraba with $20.80m external debt profile as of last December. The FCT had $30.10m external debt during the period.  <br /> <br />  <br /> <br /> <b>How states will fund spending</b><br /> <br /> Reports have shown that some of the states are banking on improved revenue to fund their planned spending. More so, in November, the Federal Ministry of Finance, Budget and National Planning, announced that within six months, the federal government would release N656.1bn as bailout bridge facility to the states to cushion a planned deduction of the N614bn Budget Support Facility (BSF) to the states that was due for repayment in 2019.<br /> <br /> The federal government also recently announced that it had planned with the World Bank to provide another $750m (after they got the initial fund) as additional financing for the states under the State’s Fiscal Transparency, Accountability and Sustainability (SFTAS) programme.<br /> <br /> In terms of IGR, like VAT, reports show that the 36 states and the FCT collected just N1trn VAT between January and August, 2021, with Lagos collecting N421.2bn or 41.4 per cent of the total sum, while Zamfara recorded the lowest VAT performance of N762.5m or 0.08 per cent.<br /> <br /> The National Bureau of Statistics (NBS) said the 36 states and the FCT recorded N849.12bn in IGR in the first half of 2021.<br /> <br /> Using Kano as example, Daily Trust on Sunday reports that Governor Abdullahi Umar Ganduje who presented N196.3bn as total budget proposal for the 2022 fiscal year to the House of Assembly said the total recurrent revenue to be collected was N146.8bn.<br /> <br /> He said N33bn would come through IGR and N37bn from VAT, while the state would still depend majorly on statutory allocation, which was estimated at N68.2bn.<br /> <br /> While the total proposed expenditure is N196.3bn, capital expenditure will gulp N107.8bn and recurrent expenditure is proposed at N88.4bn.<br /> <br /> He said education would get the largest share with N51.6bn, representing 26 per cent, while health would get N15bn.<br /> <br /> The Chairman of the Kano State Internal Revenue Service (KIRS), Abdurrazak Datti Salihi, had earlier explained that the state would make effort to ensure an upgrade in its IGR.<br /> <br /> Salihi explained that one of the efforts was to enact a law in the state assembly to centralise the system to enable only KIRS to collect taxes in the state as against the present system where both state and local governments collected taxes.<br /> <br /> He said another measure to boost the state’s IGR was by taking defaulters to court, noting that at the moment a lot of big companies owed the state billions of naira as outstanding tax.<br /> <br /> Salihi said, “Just a few months ago, KIRS had to seal some bank’s branches for same offenses.”  <br /> <br />  <br /> <br /> <b>Experts caution against wastage</b><br /> <br /> Reacting to the plans by the states, experts said with financial discipline, some states could reduce their propensity for borrowing and achieve a lot.<br /> <br /> Umar Salisu, a financial expert, said it was good for the governors to be ambitious, but that they should spend more on issues that would have direct impact on livelihoods.<br /> <br /> Salisu said, “Relevant information shows that Lagos, Rivers and Anambra can do much from IGR and VAT. Of course, Lagos has the largest economy because of the ports and the way it collects taxes from companies.<br /> <br /> “Rivers is also doing well in this regard and therefore the need for other states to learn from them.<br /> <br /> “Sadly, most of our governors spend much of their budgets on recurrent expenditure instead of diversifying their economies.<br /> <br /> “I expect them to spend on industrialisation, agriculture, health, education and security. The snag on spending on security does not mean allocating money for unaccounted security vote. What I mean is that they should create jobs for the youths.”<br /> <br /> The Chief Executive Officer (CEO) of the Centre for the Promotion of Private Enterprise (CPPE), Dr Muda Yusuf, said there were multiple dimensions to the challenges of fiscal operations of the subnational governments.<br /> <br /> Dr Yusuf said, “There are issues around bloated bureaucracy, too many political appointees, high recurrent expenditure and transparency in government finances.  Many of the states can operate with less than 50 per cent of the current workforce and political appointees.”<br /> <br /> He noted that for most of the states, the details of government expenditure were often not made public.<br /> <br /> He explained that, “What you get are broad headings of government expenditure. The framework for checks and balances are also very weak. For many states, the Houses of Assembly are practically extensions of the executive arm of government. Demand for accountability is practically non-existent. There are no audit reports, no statements of accounts.”<br /> <br /> Dr Yusuf, who is a former Director General (DG) of the Lagos Chamber of Commerce and Industry (LCCI), said some states also resorted to very costly borrowing from commercial banks which posed additional burden of debt servicing.<br /> <br /> Speaking on a possible solution, Dr Yusuf said the unitary structure of government also concentrated too much power and resources at the centre.<br /> <br /> He said, “This also undermines creativity and innovation by the sub-nationals. They have very limited control over resources in their domains. Therefore, there is little incentive to aim for the optimal harnessing of such resources. <br /> <br /> “But that is not to diminish the fact that the sub-nationals have not demonstrated sufficient creativity in improving their fiscal conditions.”<br /> <br /> A financial economist, Prof Uche Uwalake, in an exclusive chat with Daily Trust, said: “So many states are in financial difficulties. You can count the number of states that can actually survive without federal allocation.<br /> <br />  He explained that everything boiled down to prioritization, noting that, “You find a lot of wasteful spending and a lot of leakages at the state level.<br /> <br /> “So, when we talk about ramping up IGR, it even begins from plugging leakages because even if you try to increase revenue and there are leakages, the money will still be going away, and that’s what you find in many states today.”<br /> <br /> Also speaking on the viability of the states, Gabriel Okeowo, CEO of BudgIT, said, “A critical first step for states would be to rapidly block financial leakages that could further drain the little available revenues or future revenues.”<br /> <br /> <b>Overview of proposed spending</b><br /> <br /> Four states, Lagos, Delta, Akwa Ibom and Rivers, account for N2.9trn, translating to 37 per cent of the total budget of the states, which is bigger than the budget of each geopolitical region.<br /> <br /> The total budget of the above four states dwarfs the total budget of 19 states put together. Sokoto N188bn, Kano N196bn, Kebbi N189bn, Benue N155bn, Gombe N154bn, Taraba N146bn, Kogo N145bn, Plateau N106bn, Jigawa N177bn, Yobe I64bn, Anambra N141bn, Ekiti N100bn, Adamawa N163, Bauchi N195bn, Niger N198bn, Zanfara N160bn, Ebonyi N148bn and Ondo N191bn.<br /> <br /> <b>20 states to spend more on capital expenditure</b><br /> <br /> The analysis further revealed that a total of N4.393trn will be expended by the states on capital projects, representing 55.6 per cent of the total budget.<br /> <br /> The sum of N3.471trn will be expended as recurrent, which represents 44.4 per cent.<br /> <br /> However, 10 states have proposed to spend more on recurrent expenditure than capital expenditure.<br /> <br /> Capital expenditure is money spent by government to acquire or build fixed capital assets, land or intangible assets. It includes the state’s investment in projects like the building of schools, hospitals, roads or buying security equipment.<br /> <br /> Recurrent expenditure on the other hand consists mainly of expenditure on wages, salaries, supplements and purchase of goods and services.<br /> <br /> The 10 states with more recurrent than capital component in their budget include Kogi N90.1bn (N55.7bn capital); Benue N98.7bn (N56.8bn capital); Yobe N91.4bn (N72.6bn capital); Ondo N102bn (N79.6bn capital); Adamawa N98.8bn (64.7bn capital); Bayelsa N199bn (N111bn capital); Plateau N76.2 (N30.8bn capital); Taraba N78.7bn (N68.7bn capital); Ekiti N60.6bn (N40bn capita) and Ogun N180.7bn (N170bn capital).<br /> <br /> <b>Breakdown according to geopolitical zones<br /></b><br /> The South South states, with the exception of Edo, which is yet to propose its budget estimate, account for a total of N2.121trn, representing 26.8 per cent of the total sum.<br /> <br /> Akwa Ibom has the biggest budget of N582bn, followed by Rivers with N483bn and Delta with N469bn. Cross River has proposed N276bn.<br /> <br /> The South East has a total N289.9bn, representing 3.6 per cent of the total sum.<br /> <br /> The breakdown for the region shows that Anambra has proposed N141.9bn and Ebonyi N148bn. <b>What Makes The Ember Months So Dangerous?</b><br /> <br /> Even while growing up as a little kid many years ago, somewhere in the northern parts of this country, I was already aware of the dangers that came with the ember months.<br /> <br /> I could recall how during the ember months in a certain year, people were said to have turned into fowl, goats, yams, etc after collecting money from strangers, so there was apprehension everywhere. People became more cautious as a result during that period, and even at primary school, we were being advised to be very careful and avoid having any interaction with strangers.<br /> <br /> We were told during school assembly of a man who came to the school with a car moving around the school premises to see if he could possibly lure any school kids. He tried to lure some but when he couldn't succeed and realized that people had noticed his suspicious movement, he quickly turned his car around and sped off.<br /> <br /> Now that was over thirty years ago when things and living conditions were much better in this country, yet the hearts of men were still so evil, how much more now when things were much worse and difficult?<br /> <br /> Therefore it's no surprise that the dangerous nature of the so-called "ember" months has multiplied several times overtime, that people have to be even more careful during those months, especially in December.<br /> <br /> <b>But what is it actually about the ember months that make them more dangerous than the others?</b><br /> <br /> I believe what makes them exceedingly dangerous and most criminal months of the calendar year, is because those are the months of the year where covetousness was usually at its highest. And covetousness and crime are like 5 and 6, they go hand in hand, so more criminal activities are expected when people became more covetous, hence the tenth law in the ten commandments of Bible being, <b><span style='color:#990000;'>"thou shall not covet..."</span></b>.<br /> <br /> Ironically, the Christmas celebrations at the end of the year and during this period is majorly responsible for the rise in covetousness in people , because even many who weren't Christians have been observed anticipating the Christmas celebrations, and making serious efforts to ensure they had enough money to spend during that period.<br /> <br /> Hence even those who don't care about Jesus or the purpose of His birth, would yet be planning to buy Christmas clothes, organizing Christmas parties and carnivals, putting Christmas lights around their buildings, making Christmas hairstyles, to eat Christmas rice and chicken, and so on.<br /> <br /> Even the world's businesses ensure they're not left out of the spending spree of the Christmas period, as this is the time of year the most sales were made in every calendar year, so they have been observed attempting to capitalize on this with discount offers during this period.<br /> <br /> Also added to the Christmas hype, is that it happens at the end of the year, so many want to also end the year on a high.<br /> <br /> However the flip side is the extent some of them go to do so, because that's what is responsible for the rise of crimes, diabolic activities, ritual killings, during the ember months which makes it to be the most dangerous period of the calendar year, and also the period most sins were committed during the year, especially during the Christmas celebrations.<br /> <br /> Moreover, Christians were not left out of the rise of decadence and sinning during this period, as that is the period of the year they let their guards down the most and are mostly distracted, as they are usually in a celebratory mood, so it's the time they're mostly inclined to fall into sin.<br /> <br /> This is the reason Jesus warned His servants against being carried away with such celebrations at any time, so that they wouldn't be taken unawares by His return.<br /> <br /> Luke 21:34-35 (KJV)<br /> <br /> <b><span style='color:#990000;'>And take heed to yourselves, lest at any time your hearts be overcharged with surfeiting, and drunkenness, and cares of this life, and so that day come upon you unawares.<br /> For as a snare shall it come on all them that dwell on the face of the whole earth.</span></b><br /> <br /> So if Christ were to return during this period of the year, especially during the Christmas celebrations, the chances were that, the amount of Christians that would be found wanting would be higher than in any other time of the year.<br /> <br /> Hence Christians need to heed the warning of Jesus, and be on their guard even more so during any Christmas season, so they wouldn't find themselves being taken unawares.<br /> <br /> God bless.<br /> <br /> <script src="//z-na.amazon-adsystem.com/widgets/onejs?MarketPlace=US&adInstanceId=c37350ad-7b43-484a-a4c9-8791f50ebb0e"></script>

<b>Should A Christian Also Read The "Sixth And Seven Books Of Moses"?</b><br /> <br /> I recently saw a thread where someone offered the sixth and seventh books of Moses for sale in this section, and something that happened to my friend after he was given the seventh book of Moses immediately came to mind.<br /> <br /> At the time I had been hearing of the seventh books of Moses, and obviously what really aroused my curiosity or attracted my attention to the book was that it was named after "Moses" in the Bible, so being a Christian, who very knew about the biblical Moses and the books he wrote in the Bible, that gave me the impression that it was possibly related to him, and probably a continuation of his books in the Bible.<br /> <br /> Hence the curiosity to find out what it was really about, as i didn't know what to make of it yet. But that was not until something serious happened to my friend after he received the book from his friend in school.<br /> <br /> He was a friend of mine during the days I was still a sinner. We weren't that close though, but I can remember once arranging a Christmas party together with him a long time ago, as was the custom during those days.<br /> <br /> He was a student of a university situated somewhere in the east, and obviously he was a cultist, so one day while yet on campus, one of his cultist' friends had given him the "seventh books of Moses". Although he didn't open it yet to read it but just dropped it on his table at his room at school, and traveled back to his family home in Port Harcourt.<br /> <br /> But on getting to his room where he lived in Port Harcourt, after opening the door, he saw the same "seventh book of Moses", which he left at school, on the table in his room in Port Harcourt.<br /> <br /> He almost ran mad, that's if he didn't really do so for a while, as he was behaving strangely afterwards on the streets, culminating in him foolishly confronting the police which eventually landed him in a police cell.<br /> <br /> After I heard he had been released from detention and was back at home, I immediately went to see him to confirm this, also at the time I had just repented, so I felt being there could be of benefit to him.<br /> <br /> When I got to his house, I saw him sat on one of the seats of the dinning table of his house, so I sat down next to him, and from close range, I could see that he has been seriously beaten, as his eyes was bloodied and his tooth was broken. I felt really sorry for him.<br /> <br /> As a result, i felt compelled to tell him to repent, to save himself from such a situation. I think I also prayed with him before I left.<br /> <br /> Hence, after what happened to my friend after he was given the "seventh books of Moses" by his fellow cultist' friend on campus, even though i had just repented and started my walk with God at the time, i didn't need anyone else to tell me that it was not of God, but of the devil and a diabolic book which had absolutely nothing to do with God, despite it being called by the name of Moses in the Bible.<br /> <br /> The name Moses obviously was used as a ploy by the devil to also lure many, especially Christians to the book, as was typical of him, so that when they are drawn to it as a result, before they knew what was happening, they would already be trapped in his demonic web.<br /> <br /> This is not hear-say but a true story about what happened to my own friend after he was given the book by his cultist' friend, so it's not a book I'd advise any Christian to read or have anything to do with.<br /> <br /> It's satanic!<br /> <br /> God bless.<br /> <br /> <script src="//z-na.amazon-adsystem.com/widgets/onejs?MarketPlace=US&adInstanceId=c37350ad-7b43-484a-a4c9-8791f50ebb0e"></script>

Ugwuanyi flags off COVID-19 mass vaccination campaign in Enugu<br /> <br /> …Launches Basic Healthcare Provision Fund Programme Implementation<br /> <br /> …As WHO, UNICEF, others hail governor’s immense commitment, support<br /> <br /> <blockquote>Governor Ifeanyi Ugwuanyi of Enugu State yesterday flagged off Coronavirus Disease (COVID-19) mass vaccination campaign in the state.<br /> <br /> Gov. Ugwuanyi also used the occasion to launch the Basic Healthcare Provision Fund Programme Implementation in Enugu State explaining that the two important and closely related programmes in the health sector were commenced together “in our frontal attack on the Coronavirus pandemic”.<br /> <br /> Represented by his deputy, Hon. Mrs. Cecilia Ezeilo, Gov. Ugwuanyi disclosed that his administration, since the outbreak of COVID-19, has been proactively taking all the necessary measures for prompt containment of the virus including the implementation of sundry programmes designed to mitigate the negative impacts of the pandemic on the people of the state.<br /> <br /> The governor added that the state government also carried out comprehensive upgrade and conception of the health systems “and wide deployment of social safety nets and other measures designed to reduce resulting fragilities and sustain our livelihoods”.<br /> <br /> Stressing that mass vaccination is a global and nationwide measure adjudged by both World Health Organization (WHO) and National Primary Health Care Development Agency (NPHCDA) to effectively combat the obviously rampaging pandemic, Gov. Ugwuanyi stated that the state government through the flagship of the Enugu State Primary Health Care Development Agency (ENS-PHCDA) and Ministry of Health has commenced the mass vaccination campaign for the administration of COVID-19 vaccines for those who have not been vaccinated before.<br /> <br /> The governor pointed out that the mass vaccination campaign targets at least 50 percent of the eligible population of Enugu State, expressing delight that ENS-PHCDA is leaving no stone unturned to achieve this target.<br /> <br /> “Accordingly, it (ENS-PHCDA) has taken concrete steps to expand vaccination sites to at least one primary healthcare centre in every ward. It has also created vaccination sites in all our secondary and tertiary healthcare facilities in addition to 24 new mass vaccination centres, 36 mobile vaccination vans and some selected private healthcare facilities designated as vaccination sites”.<br /> <br /> Gov. Ugwuanyi who noted that ENS-PHCDA has received deserved commendations from both the NPHCDA and Nigerian Centre for Disease Control (NCDC) for its sheer determination in maintaining its pace since the commencement of the exercise in Nigeria, appealed to residents of Enugu State who has not been vaccinated to get immunized against the rampaging pandemic.<br /> <br /> Launching the implementation of the Basic Healthcare Provision Fund (BHCPF) programme, the governor hinted that the action was sequel to the approval by the NPHCDA to implement the programme in all the 291 healthcare facilities in the state, which translates to at least one per ward.<br /> <br /> The fund will enable government to provide the additional and improved infrastructure, personnel and materials that can enhance the services provided in the healthcare facilities.<br /> <br /> The governor further stated that Enugu was one of the few states that got all its recommended primary healthcare facilities approved for the implementation of the BHCPF programme after series of capacity assessments and verifications conducted by NPHCDA and its partners.<br /> <br /> He therefore commended the board, management and staff of the ENS-PHCDA for their sacrifices and contributions towards the success of the verification and assessment exercises that led to the approvals received from NPHCDA, expressing optimism they would deploy the same level of dedication and hard work in the implementation of the programmes of the Fund.<br /> <br /> In his address, the Executive Secretary of ENS-PHCDA, Dr. George Ugwu applauded Gov. Ugwuanyi for his unprecedented support to the agency, stating that “the target for this vaccination phase (mass vaccination campaign) is to get at least, 1,265,013 persons in Enugu State vaccinated by January 5th, 2022”.<br /> <br /> Dr. Ugwu disclosed that the agency has already trained 1,942 vaccination personnel including vaccinators, e-recorders and validators, adding that “we have also inaugurated special teams of DSS and ICPC to ensure a vaccination card racketeering-free campaign”.<br /> <br /> According to him, “We wish to leverage our good performance in the first and second phases of the COVID-19 vaccination rollout to deliver the vaccines to our eligible population. Enugu State currently leads in the Southeast and joins other few states that met all their set targets in COVID-19 vaccination rollout in the country.<br /> <br /> “In phase 1, we vaccinated 65,703 persons with the Oxford Astrazeneca vaccine. In phase 2, we vaccinated 28,325 and 45,085 persons with Oxford astrazeneca and Moderna vaccines, respectively. In total, we have so far, vaccinated 139,113 persons out of which 50,161 are fully vaccinated with both Oxford Astrazeneca and Moderna vaccines.<br /> <br /> “Riding on this track record, I implore the citizens and inhabitants of Enugu State to come out en masse to receive the COVID-19 vaccines which are free, safe and effective. We currently have the Oxford AstraZeneca, Moderna, and Pfizer Bionthech”.<br /> <br /> In their separate goodwill messages, the Development Partners, WHO, UNICEF, NPHCDA, commended Gov. Ugwuanyi for showing exemplary leadership and immense support which they said have manifested in the successful rollout and coverage of COVID-19 vaccination in Enugu State.<br /> <br /> They stressed that the Enugu State Primary Healthcare Development Agency (ENS-PHCDA) is so far leading in the entire South East in meeting the set targets in COVID-19 vaccination and expressed hope that the flagged off mass vaccination campaign will see Enugu State covering the expected target.<br /> <br /> According to the UNICEF representative, Mrs. Maureen Okolo, “Enugu State has not allowed any of the vaccines to expire in her hands and has always consumed her assigned doses and even more. Osun Lotto Operator Commits Suicide Over Debts

<blockquote><i><b><span style='color:#770077;'>Osun lotto operator sets self ablaze over debts</span></b><br /> <br /> An operator of a gambling house resident in Ikire, Osun State, simply identified as Seyi, has reportedly committed suicide by setting himself ablaze.<br /> <br /> It was gathered that the deceased, whose kiosk is located in the Centre area of Ikire, locked himself up in his gambling kiosk and set himself on fire.<br /> <br /> It was further learnt that before residents could realise what had happened, he had been badly burnt.<br /> <br /> A resident of the area where the incident happened told City Round that smoke coming out of the kiosk alerted people, who initially did not know Seyi was in the shop.<br /> <br /> He said, “We saw smoke coming out of the kiosk. We didn’t initially know Seyi was there. He just went into the shop, locked the doors and windows and set himself ablaze.<br /> <br /> “He was a lotto operator. I even learnt he gave money to his child before leaving home that day and he just entered into the kiosk and committed suicide. He was brought dead. People suspected he ran into debts.”<br /> <br /> When contacted for comments on Friday, Osun State Police Command spokesperson, Yemisi Opalola, confirmed the incident.<br /> She said, “He was a lotto operator in the Center Area, Ikire. He just entered his kiosk, locked up and set himself ablaze. He died and the family asked for his corpse.
