The Lagos City Hall was established in 1900 to serve as the secretariat of the Lagos City Council. The present building was commissioned in 1968 by Governor Mobolaji Johnson and later by the head of state, General Yakubu Gowon. The building caught fire on Thursday, April 30th, 1998 and it was renovated by the Babatunde Fashola administration and reopened in 2009.
There are two other notable people in this video. You can see the late Oba of Lagos, Oba Adeyinka Oyekan and the first clerk of the Lagos City Council, Alhaji Fasinro (in wig and gown) who died in March this year.
Here is a video of the ceremony. (Check out the Lagos State coat of arms on the governor's car).
